Tip "Choose a location for local content"
The default location is in "C:\Documents and Settings\All Users\Application Data\microsoft\helplibrary\"

Open C:\Program Files\Microsoft Help viewer\v1.0
Modify HelpLibManager.exe.config
Set the value of Firsttimerun to False
Close HelpLibManager.exe.config File
Then go to "Manage help settings" and it's normal.
Locate the Helpcontentsetup.msha file in the Productdocumentation folder on the disc
