Today we finally know a method:

Visit the following address:

http://repo.spring.io/libs-release-local/org/springframework/spring/3.2.13.RELEASE/ Spring-framework-3.2.13.release-dist.zip

You can download the 3.2.13 version.

The other versions are the same .... Just get rid of the two version numbers in the address.
