In last September, FAS ruled that Google's pre-installed search and other applications on mobile devices violates relevant laws. FAS said that Google has always allowed Android mobile phone manufacturers to use the Google Play store, but as a condition for exchange, mobile phone manufacturers must pre-install Google's services in the product, including search and Google map, this is not conducive to third-party applications running in the Android operating system.

Google subsequently appealed to the FAS ruling. On March this year, the Russian Arbitration court (Moscow Arbitration court) rejected Google's appeal and determined that Google's request to Android mobile phone manufacturers to pre-install services such as Google search and Google map violates the anti-monopoly law.

The fine was determined by Google Play's sales in Russia, a FAS spokesman said. According to regulations, FAS can impose a maximum of 2014 of the Russian mobile app revenue in 15% on Google, but the spokesman did not disclose the exact penalty ratio.

Google said in a statement that it had received a penalty notice from FAS. Google will study the ticket carefully before taking further measures.

In addition, FAS has asked Google to adjust its contract with Android device manufacturers. Google has put forward the above, and the next hearing will be held on January 1, August 16. FAS said it would continue negotiations with Google to reach a friendly settlement. But Google needs to pay for the $6.75 million penalty within 60 days.
