This problem occurs because a new configuration file cannot be created. Therefore, users with no configuration files on the local computer cannot log on, and users with configuration files can log on. This is because when creating a new User configuration file, the Default User folder under the system partition Documents and Settings folder (hidden by Default, the display hidden folder needs to be set) is copied as a template, therefore, you can specify the focus to the Default User folder. There are two causes for the fault:
1. The Default User folder is incomplete or deleted, and the system cannot copy a new one. In this case, we only need to copy a copy of the Default user folder from another system and save it to the Documents and Settings directory.
2. The specified path of the Default User folder in the registry is incorrect or lost. In this case, Run regedit and find HKEY_LOCAL_MACHINE \ SOFTWARE \ Microsoft \ Windows NT \ CurrentVersion \ ProfileList. Make sure the following two strings are set as follows:
AllUsersProfile value: All Users
The ProfilesDirectory value is % SystemDrive % \ Documents ents and Settings.
