If we turn off the User Account Control (UAC), there is a problem, so we can first check if UAC is turned off.

We can enter UAC in the Start menu's search box, and the search results "change user Account Control Settings" are displayed in the Start menu as shown in the figure:

In the Start search box, type gpedit.msc, enter, and open the Group Policy Editor (allow to continue if the User Account Control window pops up).

Open the User Configuration-Administrative Templates-Start menu and taskbar, and then click to open the Remove Action Center icon from the Right Detail window and configure it as not configured.

Reboot the computer, check the icon back?
