My computer is a Win7 system, used to be good, now always pop up: Windows7 failed to connect to a Windows service, what's going on? How to solve it?

1, Win+r Open Run, and then run cmd

2, enter the "NETSH WINSOCK RESET CATALOG" command in cmd, and then restart the system Event Notification service. If prompted for an error, enter Safe mode, rerun cmd, enter the "NETSH WINSOCK reset CATALOG" command, and then restart the system Event Notification service to display the reboot.

2, the above method is invalid, need to put the third party on the accelerator software uninstall after the attempt.
