Windows System Login No graphical interface, only a DOS window:

Found Explorer.exe unable to execute

2, see if the file C:\Windows\explorer.exe exists

There is no query to indicate that the Explorer.exe file does not exist.

Treatment methods:
You can now install the graphical interface by executing the following command.

Wait patiently for a long time.
Dism /online /enable-feature /all /featurename:Server-Gui-Mgmt /featurename:Server-Gui-Shell /featurename:ServerCore-FullServer
Wait for the command to complete, and follow the command prompt to enter a y restart.
Note: You can use this command to try the server without a graphical interface.
