Windows system clock

Stumbled across a function to query the operating system's clock interval:

BOOL WINAPI getsystemtimeadjustment (  _out_ pdword lptimeadjustment,  _out_ pdword lptimeincrement,  _Out_ Pbool  lptimeadjustmentdisabled);

All three parameters are out of the parameter, and the first to second parameter is only meaningful if the third argument is a false value.

The first parameter unit is 100NS, and the value queried is 156001, which is 15.6ms

The second parameter unit is 100NS, and the value queried is 156001, or 15.6ms. Increase to the system clock as an increment?
