Solution:

1.
Install a 32-bit Oracle client on a 64-bit machine. Instantclient-basic-win32-11.2.0.1.0 (note version)

2.
Create the instantclient folder under app \ Administrator \ product. Modify the directory based on the location of the Installation File. Put the unzipped 32-bit client in it.

3.
Configure the location of the Oracle main directory and OCI. dll library.
