When you do a multilevel numbering in Word, the previous level two heading is 2.1, but the next two level heading is 4.1, so you want to change 4.1 to 2.2, using

Select the problematic number, right click on "set list Indent", in the open dialog we can see that the first level of the title is 4, to set 4 below the 2.2 is definitely wrong, the workaround: Select the first level heading, "Enter Number format" in 4 to 2, OK. Again to set 2.2 should not have a problem.
