APEC leaders in the declaration also unanimously said "no" to trade protectionism, while pledging to continue to keep the market open, to avoid new trade barriers.  The leaders reaffirmed their commitment to the end of the Doha round in 2010 to achieve the Bogor goals and to accelerate economic integration in the Asia-Pacific region. The Declaration also noted that efforts would be made to increase the level of facilitation in the five key areas of business operations in APEC by 2015 by 25%.  APEC, as a whole, is expected to achieve a further 5% reduction in trade transaction costs by 2010, a move that will improve the business environment and facilitate cross-border business operations in member countries. The Declaration also stresses that APEC will strengthen the capacity of the APEC secretariat by appointing the Executive director of the first fixed term of office of the Secretariat as an important step in enhancing APEC's dynamism.
