Wen Jiabao chaired the State Council executive meeting to consider the adoption of the national medium-and long-term education reform and development plan outline, Xinhua Beijing, May 6, the State Council, Premier Wen Jiabao 5th presided over the State Council executive meeting to consider and adopt the national medium and long-term education reform and development planning outline (2010-2020).  The meeting was briefed by the Office of the leading group of the national medium-and long-term education reform and development plan on the preparation of the outline. The meeting pointed out that the next decade is China's implementation of the modernization of the "three-step" strategy of the Key stage. It is of great strategic significance to develop and implement the national medium and long term educational reform and development plan, to accelerate the reform and development of education in the new historical starting point, to build a strong human resource, to meet the needs of the masses to receive good education, and to build a well-off society benefiting a billion of of the population comprehensively.  The outline of the study was enacted over 09 months a year, two times to the public for comment, and is now basically ripe. The meeting emphasized that in the next 10 years China's education reform and development should carry out the policy of giving priority to development, educating people, reforming and innovating, promoting fairness and improving quality. First, we should put education in the strategic position of priority development and perfect the modern education system with Chinese characteristics. Basic education for all, consolidate and improve the level of nine-year compulsory education, focus on promoting the balanced development of compulsory education, accelerate the popularization of high school stage education. We should put vocational education in a more prominent position and vigorously develop vocational education oriented to rural areas. We should comprehensively improve the quality of higher education, optimize the structure of higher education, and accelerate the pace of establishing world-class universities and universities. We will vigorously develop continuing education, attach importance to and support the cause of national education, and care and support special education. Second, the education as the basic requirements of educational work, respect for the law of education and students ' physical and mental development. We should take the students as the main body, take the teacher as the leading, fully arouse the enthusiasm and initiative of the students ' learning, and make the students grow up as the starting point and the foothold of all the school work. Third, the reform and innovation as a strong impetus for the development of education, a sound dynamic education system. Innovate the system of running a school and the educational management system, reform the quality evaluation system and the examination enrollment system, and construct the modern school system with Chinese characteristics. Actively encourage the industry, enterprises and other social forces to participate in the running of public schools, support the development of private education to meet the diverse needs of the diversified education. Encourage local and school to explore and experiment boldly and expand the autonomy of running schools. Expand the opening of education, introduce quality education resources, improve the level of international cooperation in education. Finally, the promotion of equity as a national basic education policy to ensure that citizens have equal access to education in accordance with the law. Adhere to the public welfare and general benefits of education, and build a basic education service system covering urban and rural areas, try to run every school and teach each student well. Rational allocation of public education resources to rural areas, poor areas and ethnic areas, and gradually reduce the gap between urban and rural areas, regional disparities and inter-school gap. The meeting stressed that in order to ensure that the goals of the platform are realized, we should further strengthen the safeguard measures of educational reform and development. In particular, continuing to increase education input, and gradually improve the state financial expenditure on education for the proportion of GDP, by 2012 reached 4%. To improve the system and policy, and constantly expand the social resources for education investment.  Perfecting the management system of teachers, improving the status of teachers, improving the quality of teachers, advocating the education of educators, encouraging talents to teach for a long time, teaching for life, and teaching in difficult and impoverished areas, and striving to create a highly qualified and professional teacher team with high ethics, exquisite business, reasonable structure and vigor. The meeting discussed and adopted the principle of the people's mediation law of the People's Republic of China (draft), and decided that the draft could be further amended by the State Council for consideration by the NPC Standing Committee.
