In Saturday, the European Commission stated that the European Union accepted the "price commitment" scheme submitted by Chinese solar cell exporters, and that the pledged prices agreed by China and the EU would help stabilise the European PV module product market for those Chinese companies involved in the programme being exempted from temporary anti-dumping duties. It is understood that the "price commitment" agreement set the annual export of Europe's China PV product limit, exceeding the limit of China's PV products also need to pay 47.6% of anti-dumping duties. In addition, China has more than 90 photovoltaic companies signed the "Price commitment" agreement, but not signed by the Chinese photovoltaic enterprises, will pay the EU up to 47.6% of anti-dumping duties.

On June 4, the European Commission decided to levy a 11.8% temporary anti-dumping duty on PV products from China to Europe from June 6. In the two-month "buffer period" at the last minute of July 27, China's electromechanical products import and export Chamber of Commerce and other 5 industry organizations announced that the two sides have reached a "price commitment" to the export of photovoltaic products.

Price commitment refers to China's commitment to export to Europe of PV products not below a certain minimum price, and set a specific time limit. China has pledged to limit the number of components exported to Europe each year to a certain scale. In exchange, the EU will not take anti-dumping measures against China's PV products.

In its Saturday statement, the European Union stated that, in accordance with EU laws, China and Europe would not disclose specific figures on minimum and export-year limits to prevent manipulation of market prices. However, it was reported that the final price promised by the Central European Union to set the minimum limit of PV products to 0.56 euros per watt, export limit of 7GW per year.
