Telecom operators say China's 3G technology is difficult to promote abroad

China's major telecoms operators question the attractiveness of the technology to foreign markets, despite China's efforts to promote TD-SCDMA, its self-developed 3G wireless communications standard, to other countries.  Huawei and ZTE, China's two top telecoms equipment manufacturers, have invested hundreds of millions of of billions of dollars in developing telephone and network systems based on TD-SCDMA standards. China Mobile, the world's largest mobile communications company, is also costing billions of of dollars to build TD-SCDMA standard communications networks.  This communication standard is competitive with the more mature global communication standard WCDMA and CDMA 2000.  However, despite the huge investment, none of these companies is optimistic that a major commercial TD-SCDMA network will emerge outside China. This new technology appears too late.  In Europe and North America, many telecoms operators have been using 3G network technology 10 years ago and are unlikely to replace their existing 3G networks, which they have spent $ hundreds of millions of.  Moreover, the technology has not yet been validated, and China Mobile is the only main user.  Shen Donglin, vice president of ZTE's wireless technology and strategy Department, believes there is little likelihood of a TD-SCDMA mainstream user outside China. Even China Mobile itself doubts whether the technology is attractive to foreign countries. Huang, dean of China Mobile Research Institute, told Reuters in an interview: "The Global Communications (GSM) communication technology standard proves that mobile technology needs globalization." Making TD-SCDMA global may not be practical.  "[Page] relies on its global reach, and Europe's GSM technology has won the war that led to the second generation of mobile communications technology in the the 1990s."  Huawei has also opted to develop TD-SCDMA with Nokia Siemens NX, rather than stand-alone research, which limits Huawei's choice. "TD-SCDMA technology is still in its infancy in China," said Allan Ng, an analyst with BOC International (Analysys). It still takes time for other markets to adopt the technology.  "But time is running out for the new technology, and most countries have started 3G operations or have built 3G networks." Despite the scepticism, TD-SCDMA has taken the first difficult steps on the world stage, mostly in the form of a test network, which is believed to have been heavily subsidized by the Chinese government, a spokesman for the ZTE (ZTE) said ZTE has deployed a commercial TD-SCDMA network in Ghana.  The company also completed a test of TD-SCDMA networks in South Korea with SK Telecom (017670.KS), and some countries in Eastern Europe are testing it.  The Taiwan Institute of Industrial Technology (Industrial Marvell Research Cato) said in June that Taiwan's China Telecom Company Limited (2412.TW) and Taiwan Tele-Messaging Co., Ltd. are also considering adopting TD-SCDMA standards.  Many companies focused on developing the technology have staked their bets on the next generation of technology LTE. "There is still a chance for LTE," said Shen Donglin of ZTE. "Last week, China Mobile unveiled the LTE network technology at the ITU World Telecommunication Show in Geneva and said it could launch a new technology based network in 2011."
