According to the Nextgov website, the U.S. Department of Defense Information Security Bureau plans to hold the cloud technology services tender activities, the project budget for 450 million U.S. dollars, the results will be announced by the end of August 2013. During the 5-year contract execution period, the winning enterprise needs to provide a series of services, including cloud storage, virtual device support, database and website support.

The idea of a move to cloud services began in December 2011, and since then the Pentagon has been abandoning its own data centers. At that time, the Ministry of Defense Information Technology Bureau Director Teri Takai was responsible for the mission. U.S. officials believe the move to cloud services could save the Defense Department a large budget and consolidate security by consolidating its own data centers, but this view has not been fully supported.

Russia is also actively preparing to build a "national cloud" platform. Recently, NVision Group, a large Russian IT company, announced that it had completed its implementation of the national cloud and had reported the program to the Russian Ministry of Communications and Mass media.

In April 2013, the company won the contract for the project through competitive bidding, and the companies involved in the bid included Croc, HCT and other large, well-known Russian market companies. The implementation of the project would enable the Government to achieve a systematic harmonization of government departments through the use of common computing and telecommunications infrastructure resources to reduce expenditure. Russia's deputy minister of communications and mass media, Orieg Park, said the elimination of the "digital divide" between government agencies, to meet the growing demand for data capacity, unified equipment procurement prices, is the implementation of "national cloud" the main purpose.

The Ministry of Communications and Mass media of Russia indicated that the Ministry of Communications was currently working with the Expert Acceptance Committee to study the project and was preparing to submit the relevant comments by mid-July 2013. NVision Group expressed a strong desire to implement the project. Alexander Maldenov said that the company has provided all kinds of services and servers to the country in the company's development strategy plan, so the company is very interested in the project related to the design, formation and delivery of ICT services, such as the follow-up of all the bidding, especially the building of the national cloud and the provision of cloud services projects, Because the company itself has its own infrastructure and research and application related experience.

In fact, in February 2012, Putin signed a resolution on the implementation of the unified ICT infrastructure by national institutions. According to the resolution, the implementation of the project required the establishment of a unified telecommunications infrastructure and a unified computing resources of two pilot projects. The first pilot project was to be designed and formed by November 1, 2013, access to pilot areas by December 31 and the use of a unified telecommunications infrastructure in 2014. The Unified computing resources construction project is carried out in parallel with the telecommunications infrastructure, and the pilot agencies involved need to provide the geographic location of the server and data back-up, which is to be launched before December 31, 2013.
