Open Registry Editor, expand HKEY_CURRENT_USER - SOFTWARE - Policies - Microsoft - Windows - Explorer (If you do not have "Explorer", right click on the Windows folder and create a new one.)

Then create a new "DWORD (32-bit) value (D)" on the right side of the "Explorer" item and name it "DisableNotificationCenter"
