How can I solve this problem ??

This problem has always occurred recently. I have found many solutions on the Internet and reinstalled them many times. Net, but the problem persists. I don't know how to solve it. After a few days, I still cannot do it well .... After the system is reinstalled today, this problem is solved. However, I don't want to reload the system every time this problem occurs. Does anyone know how to solve this problem ?? Thank you for your advice...
