Step one: Download instant Client for Microsoft Windows (32-bit) package address: http://www.oracle.com/technetwork/topics/winsoft-085727.html
Step two: Unzip the file
Step Three: Configure system environment variables
Tns_admin = E:\app\xiaokui\product\11.2.0\dbhome_1\NETWORK\ADMIN
Nls_lang = American_america. Zhs16gbk
(Note: The first half of the Nls_lang must be american_america because the instant client does not support other languages;
The second half can be adjusted according to the character set of your database, if the database takes Al32utf8, you can set Al32utf8)
Step four: Configure PL/SQL
