Problem description:
This problem occurs from SharePoint 2007 to SharePoint 2013.
One server farm has two servers, A and B.
The wizard that runs on server a for the first time when the farm is created. The management center runs on server a. Then server B joins server farm.
Later, due to business needs, a should not store the management center, but B should run the Management Center site.
In the management center Serivces on server, configure Server B operation management center. In server a disable management center.
After the operation is successful, select the management center site from the Start menu on any AB machine, and the site cannot be opened.
You can see from the URL that it is still trying to connect to server a, and there is no management center site on server.
View the Management Center shortcut and you can find that its background commands are:

This is a Microsoft Bug that has not been fixed.
