Form1.resources" is correctly embedded or linked to the assembly "xxx" during compilation, or that all required ancillary assembly can be loaded and fully signed.

Solution:

Define form1 in the form1.cs File

All class definitions in the public class Form1 {} line are canceled! What does it mean? You just need to transfer the class definition on form1 to another location.
