I installed Oracle this evening. As a result, I encountered this problem in step 2. After two hours, Baidu had a lot of solutions and finally solved the problem;
Because my computer system is still Windows 7, I have never tried other systems, but I have almost solved this problem;
Baidu's solution is also correct, but I think it is necessary to sort it out by myself;
Below is my solution:
First, open control panel ---> Find Administrative Tools ---> service options ---> Find the server File and check whether it has been started, start or restart ---> return to management tools ---> Find Computer Management, open ---> then find the system tool, open ---> the shared folder, open ---> right-click share, create share ---> pop-up dialog box, click Next ---> select drive C ---> set the share name to "C $", and then click Next ---> Set permissions, select the second or third (I chose the third) ---> and complete
At the same time, it should be noted that, if your Oracle disk is not attached to drive C, you need to set the disks stored in your Oracle disk after disk C is set. The same method is used as above, my disk is D, so my second shared name is D $, and so on;
After these settings are complete, find the setup.exe file in your folder, right-click and select "Administrator ownership", and then run it as an administrator;
Maybe, after these steps, some computers still cannot skip this error. My method is to restart the computer and review it in the previous way, then run it as an administrator;
