Many versions of Eclipse are not able to create Web dynamic project directly, and need to look for plugins or updates from the Web. My version of Eclipse is (version:3.7.0)
The more convenient is in the Help→install-new-software,, in the Location text input box input http://download.eclipse.org/releases/galileo;
After a while, you can see some updates in the box below, such as:
Select "Web,xml,and Java EE Development", click Next, then finish, update for a while, restart Eclipse to find Web dynamic in the Web and its directory in File→new→other Project.
