Add UE as an open item to the right-click menu

The server was reinstalled today with the win2003 system. After the UE was installed, it was found that the corresponding Open menu was not generated by right-clicking it.

I am using the UltraEdit_16.20.0.1011_ SC version. This version has an option in configuration-File Association. It can be integrated into the resource manager, but it is invalid after it is selected.
