Ii. Solution

Check whether there is a conflict in the content of the struts-config.xml file, and find two identical form-beans;

The reason is that when the form is deleted in the design view, it is not automatically deleted in the source view of the configuration file. After one is added, two identical form files exist.

Solution: delete <form bean> and OK.
