When installing the eclipse PDT plug-in Ubuntu, the following error always occurs:

CVS, 1.0.400.v201002111343 was not found.

In addition, other plug-ins also make this error. Then I found a solution:

Sudo apt-Get install eclipse-PVDF

Then install the plug-in!
