The SDK Manager appears dimmed and unavailable

WORKAROUND: Project Defaults--"project structure--" SDK location set to your SDK path (D:\DEVELOP\ANDROID\SDK\ANDROID-SDK)

The ③SDK update has a slow speed of zero.
