ANSI_NULLS and QUOTED_IDENTIFIER in SQL Server

Creating a stored procedure in SQL Server will have the code above, what exactly does it mean?

Ansi_nulls

For example, the following table, when there is a null value in column Column1.
If ANSI_NULLS is on, the statement where Column1=null returns NULL. The statement where Column1 is null returns the exact number of rows.

Quoted_identifier

QUOTED_IDENTIFIER is on, identifiers can be delimited by double quotation marks, and literals must be delimited by single quotation marks.
QUOTED_IDENTIFIER is off and the identifier is not quoted.
