There is a problem in the appfuse-1.7 documentation
There is a problem with the ant Deploy-web and the entire file is not published to WebApps. The ant deploy command should actually be used.
4. Setup Tomcat by running "Ant Setup-tomcat". This is puts a MySQL JDBC driver (and Jta.jar) in the $CATALINA _home/common/lib, and also deploys a appfuse.xml file to $CATALIN A_home/webapps ($CATALINA _home/conf/catalina/localhost on Tomcat 5) and deploys the application.
