Operation Steps

1. Create a new map

2. Open the TIF resource

3. Slicing

Reference: ArcGIS Tile Cache method

Custom-->arcmap Options--Share--check enable the ArcGIS Runtime tool.

FILE--Shared-tile package

4. Publishing services

After slicing, file-to-share-service

Click "Publish" to publish

5. Browse

Open: http://localhost:6080/arcgis/manager/
