Perform steps

5, install ArcGIS SDE, and create the SDE service, because after the 10.1 version no longer post installation services, you need to manually create services
1) First, use desktop to create the spatial database administrator SDE and related objects.
2) Create a service using the SDE command tool
A) under \arcsde\ora11gexe\etc\ in the ArcSDE installation directory, remove #esri_sde 5151/tcp in the file Services.sde
b) Add Esri_sde 5151/tcp to the C:\Windows\System32\drivers\etc\services file
c) Run command line as Administrator, run: sdeservice-o create-d oracle,orcl-p * * * * esri_sde–n
d) under \arcsde\ora11gexe\etc\ in the ArcSDE installation directory, change the set ORACLE_SID=ORCL in file Dbinit.sde to set LOCAL=ORCL
e) Run the command sdemon-o start–p * * * To start the SDE service.
