Matches all the a tags with href links in the page, without the need for href,

Need to present three parameters, 1, title name This whole paragraph 2,/news/news-list.php?id=5 link address 3, title name

I did that before.

Preg_match_all ('/]*?) > ([\s\s]*?) <\/a>/i '

But the third kind without the href has been matched. The whole a tag without href is also matched. But it's not a greedy match.
