Topcoat is a free open-source UI element class library. The entire class library uses CSS and HTML instead of JavaScript.

A rich set of UI elements are developed using standard compatible html/CSS and responsive layout. Two styles are supported: mobile and desktop, you can view all the UI element styles on the website. Of course, some elements are still in the development status. The current version is 0.2.

Topcat is easy to use. It directly contains the corresponding CSS, uses the HTML structure, and supports custom settings. If you need to find a front-end css framework, topcat may be a good choice and will definitely help you develop web applications quickly.

Supports modern browsers. If you use IE6, I am afraid it is very limited!
