Okay, so let's start creating the Azure Resource Group.
1. We will first sign in to Azure New Portal at the address: https://portal.azure.cn/
2. After logging in, we select the appropriate Azure subscription in the upper-right corner of the user interface, such as:

In addition, we need frequently used azure resources, such as virtual machines, storage, etc., we can click on the asterisk on the right side to add these common azure resources to the left side of the menu bar. Such as:

We'll see many resource Group named Default in Azure New Portal (https://portal.azure.cn). Such as:

5. In the popup screen, enter the newly created Azure Resource group name and then select the appropriate subscription information and location for the Azure datacenter.
Note here : the Azure Resource group can only belong to one region. But the resources in the Azure Resource group can be in other datacenters.
For example, I created a new leiresourcegroup in China East. Under this resource group, you can create a virtual machine in China.
6. Once created, the results are displayed, such as:

In the above, we created the new resource Group, called Leiresourcegroup.
Next, we'll create a new storage account under this resource Group.
