First look at two pictures:
1. The first time you open the Reference dialog (Reference Manager), name is not fully displayed:

2. Then double-click or drag splitter to have the name display full:
(Figure 2)
3. The next time you open the Reference dialog, and then back to Figure 1, then you have to double-click or drag splitter ... Every time you open a reference dialog box, you have to toss it.
This reference dialog is a new introduction to Visual Studio 2012, and it comes with this problem. Visual Studio 2013 did not fix the problem either.

The hastily launched VS2013 a year later turned a blind eye to the problem.
Compared to Apple OS X Mavericks's improvements in many details, the gap between the two is palpable.
