In the PHP program

Header (' content-type:text/html; Charset=utf-8 ');

has been set

mysql_query ("SET NAMES ' UTF8 '");
mysql_query ("Set character set ' UTF8 '");
Header (' content-type:text/html; Charset=utf-8 ');

mysql_query ("Set character set ' UTF8 '"); This is not a sentence.

Does your data come from PHP files or browser submissions?

The table is what the encoding is, and what the field is encoded. Post show create Table ...; Look.

Do you have a character encoding for the specified table when you create the database? Ditto for a look!

There is also code encoding settings also if Utf-8 Ah!
