Can the PHP error log file "php_error_log" be deleted directly? This file is already very large because many errors are always ignored during code writing. Opening and browsing are both difficult.
If not, how can I clear it? It's okay to close Apache and delete it again?

You can delete it at any time.

Php error logs provide some options and you do not need to manually manage them.
Ignore_repeated_errors = 0n; duplicate source errors are not recorded
Ignore_repeated_source = On; ignore error source
