It is extremely primitive to develop a policy plan for a project and track the project. It is difficult to quantitatively analyze and measure the project for evaluation. At the same time, it is difficult to correctly and comprehensively understand the organizational capabilities of the development organization, and to improve the organizational capabilities accordingly. Measurement is a data acquisition and analysis that quantifies the items involved in the software development process.
