No shortcut for moving the cursor up or down

Up and down cannot be moved. You can only use the up and down keys to switch commands you have previously typed or use the history command to display commands that have been played in history.

Why is the shortcut key for moving the cursor to the front of the linux terminal ctrl + a? Why is it ctrl + e? What is the significance of a and e?
