Solution:

1. Create a resource folder in the project

2. Add the resource file (named c1.silverlight. zh-cn.resx) under the Resource folder ),

Set its build action to embedded resource ).

3. Open the c1.silverlight. zh-cn.resx file and add the following entry: Name = "close" value = "close ".
