Configure the EM of the non-default port (1521) of the listener

Em for configuring non-default listening PORT (1521) (※parameter name-SID and-PORT must be in uppercase)
Emca-config dbcontrol db-repos recreate-SID t11g-PORT 1715
Dynamic listening must be configured:
(You need to manually register listener for dynamic listeners with non-default port 1521)
Alter system set local_listener = t;

Configure the server's tns for dynamic listening:
(※When using Oracle Net Manager to test the service name, you must first save the network configuration and then click test)
