Conversion Between Chinese strings and ASCII

The license plate number needs to be converted to ASCII for storage. There is no Chinese encoding in the ASCII encoding table. Therefore, you need to encode Chinese characters using gb2312 and convert them to ASCII for storage. While saving ASCII, you can also use gb2312 encoding to "Restore" the ASCII into the original string. The method is simple:
