Workaround:

First make sure that MAVEN is configured correctly in Eclipse!
Find the location of your Maven repository, such as mine:

C:\Users\liugen.xu.m2\repository\org\apache\maven\plugins

Find Repository\org\apache\maven\plugins this directory, and then delete all the files in the plugins directory, so that the next time the software opens to re-download the file.

Then the project may also have a red fork, then click on the project right--–>maven-update project and then update the entire project, which will basically solve the problem.
