I have already made some improvements to the Root user's desktop (including changing themes, desktop backgrounds, font styles, and so on). I want to make every new user a desktop like a Root user, that is to say, if you want to modify the default desktop of Ubuntu, you will not be able to understand it if you want to do so. Later, after a high-profile expert in the QQ group, I finally understood that, all the hidden files and folders in the user's home directory after the beautification (that is. the START file and folder can be displayed by pressing Ctrl + H) and copied to the/etc/skel directory.

In the future, each newly added user will copy all the files from/etc/skel to the new user's home directory during creation.
In this way, all your settings under the root user can be applied to other new users. Of course, some operations that require the root permission may not work. We recommend that you do not use the ROOT permission. Instead, you can copy the hidden files after setting them for a pure common user, just in case.
In this way, each time you add a new user, the user's desktop will be the default desktop after your beautification! How about it? Try it now.
