Debian will always be 100% free software
We develop a standard called Debian Free Software guidelines so that we can determine whether a piece of work is free or not. We ensure that software packages attached to Debian system machines follow these Free Software guidelines. We will also support the development and use of free or non-free software On Debian. However, we will never allow this system to depend on any non-free software.
We will return to the Free Software Community
When we write new components of the Debian system, we will make it follow the idea of the Debian Free Software guidelines. We will do our best to build the best system so that free software can be used and disseminated the most widely. We will feed back the upstream authors of those works recorded by our system, such as the defect correction, improvement comments, and user requirements.
We will never conceal the problem.
We will always open our entire defect report database to the public. Reports submitted by users online will soon appear in front of others.
We will give priority to our users and Free Software
We are guided by the needs of our users and the Free Software community. We will give priority to their interests. We will support the operation requirements of our users in multiple computing environments. We have no objection to using non-free software on the Debian system, and we will not try to request fees from users who create and use the software. We allow others to create value-added software packages including Debian and commercial software without the involvement of our funds. To achieve these goals, we will provide an integrated, high-quality, 100%-free software without any legal restrictions that may block such use.
Which works do not comply with our free software specifications?
We understand that some of our users need to use works that do not comply with the Debian Free Software guidelines. For these works, we have set aside contrib and non-free contents in our FTP library. Software packages in these directories do not belong to the Debian system although they have been configured to be usable In Debian. We encourage disc manufacturers to read software licenses under these directories to determine if they can publish the software on the disc. Therefore, although non-free software is not part of the Debian system, we still support their use and provide public resources (such as our defect tracking system and mailing list) for non-free software ).
The license for the Debian component shall not restrict either party from using the software as a component in a set of software sets containing a number of different sources for sale or donation. This license shall not be obtained from the seller of such sales activities for patent fees or other fees.
Source code
The program must include the source code and be allowed to be released in the source code and pre-compiled form.
Derivative of Works
The license must permit modification and derivative of the work to which it belongs, and must permit the issuance of such work under the license terms of the original software.
Author source code integrity
The license only allows the patch file to be released along with the source code of its work, so as to modify the program during compilation can restrict the modification behavior of the source code of its work during release. The license must clearly indicate that software compiled with modified source code is allowed to be issued. A license may require that the derivative software use be different from the original software name or version number. (This is a compromise. The Debian Organization encourages all authors not to restrict any modifications to source code files or binary files .)
Prohibit discrimination against persons or organizations
A license shall not discriminate against anyone or an organization composed of multiple persons.
Prohibited use of discrimination
Licenses do not discriminate against any specific area where the procedure can be used. For example, a license may not restrict the use of procedures for commercial or genetic research.
License Issuance
The rights attached to the program must apply to every audience who re-issue the program without executing an additional license.
The license cannot be specific to Debian
The permissions attached to the program cannot be determined by whether the program is a part of Debian. If this program is extracted from Debian and used or issued under the license terms of the program even outside Debian, then, every audience that it resends will have exactly the same rights that were granted when the program was combined with the Debian system.
License provisions shall not pollute other software
The license shall not impose any restrictions on other software distributed together with the software. For example, a license may not require that all software that is distributed together with it in the same media be free software.

GPL, BSD, and Artistic are examples of what we regard as free licenses.
The Community contract we signed to the free software community, the Concept stated in it was proposed by Ean Schuessler. This article was written by Bruce Perens as the first draft and refined by other Debian developers for a month-long email conference since January 1, June 1997. It was later included as a policy published by the Debian project.
Since then, Bruce Perens has removed the section specifically mentioned in Debian from the Debian Free Software guidelines and made it an open source code definition.
