The meaning of declare is to define a variable used in a stored procedure that is not the same as the variable in parentheses before the AS. The variable ID and name in parentheses are variables used in external programming. It's kind of like a function internal variable and an external variable, so you can understand that.

By the way, set NOCOUNT on. When it is not necessary to return the "N rows affected" message to the client, set NOCOUNT on is placed at the beginning of the stored procedure to improve network performance.
