The lab environment is visual Studio 2015, and the referenced SDK version is: microsoft.visualstudio.shell.14.0

When you build the package, remember to set the installation target, my thing visual Studio 2015 so the version is Microsoft.VisualStudio.Enterprise 14.0

If the version is not set up, it cannot be loaded.
