Differences between bidding documents and competitive negotiation documents

So far, there are five typical bidding modes: open bidding, Invitation Bidding, comparison, competitive negotiation and BOT project bidding.
The differences between the two methods are as follows:

(3) The scope of competition is different. Open bidding has a wide range of competition, which is fully reflected in the competition and is easy to obtain the best bidding effect. In competitive negotiation, the number of bidders is limited and the scope of competition is limited, some contractors that are technically or quote more competitive may be missed.

(4) the degree of openness varies. In open bidding, all activities must be strictly in accordance with the pre-designated and knownProgramAnd the standard open, greatly reducing the possibility of cheating; the level of openness of competitive negotiation is inferior, and there are more opportunities for illegal behaviors.

(5) the time and fee are different. No announcement is required for competitive negotiation, and only a few bidding documents are provided, which shortens the entire bidding time and reduces the cost. Open bidding procedures are complex, time-consuming, and expensive.
(6) The number of quotations varies. The price that cannot be changed is disclosed once. The price for competitive negotiation is quoted multiple times, which is generally subject to the requirements of the bidding documents. The price can be quoted twice or three times, but the number of quotations must be stated in the bidding documents in advance.
