Eclipse.org provides a proxy for CVS to retrieve data from port 80.Source code, As shown below:

On add cvs repository, set the following values:

Host Dev.eclipse.org
Repository path /Cvsroot/Birt
User Anonymous
Connection Type Pserver
Use default port Selected

Use default port is generally 80 (based on the configuration of your own machine)
