Eclipse Development Servlet app, Tomcat cannot access JPG images

Having a strange problem today, I found that I placed a JPG file under Tomcat's WebApps folder item that the browser could not access:

I have not encountered this problem before, I know definitely can access, because previously did the related application, do not know where the problem is.

Then I turned off Eclipse, opened the Tomcat console and started the service:

After launching I visited the same address again, this discovery can be accessed and concluded that there is a problem with the configuration of the Tomcat server in Eclipse.

Back to eclipse, open the configuration of the server:

Asked the next group of lovely little friends, gave me a hint, finally solved the problem.

Analysis:

The first option might be an Eclipse-based project folder, and my IMG folder is no longer in project, so I can't access it.

The second option is based on the Tomcat directory, so there is no problem above, and it is properly accessible.
