A total of 2 steps:
1. Find the servers file of C:\Documents and Settings\ user name \application Data\subversion,
Remove the # numbers in front of the lines #http-proxy-host and #http-proxy-port, and change the value to the right of the equal sign to your proxy server address and port number, respectively.

2. Set svn in eclipse to use Svnkit.

Win7 user note to start Eclipse with administrator privileges, otherwise the SVN connection via eclipse will error!!!!!
